I heard back from the T; they are busting the driver for playing his radio, which apparently they aren't allowed to do. But the radio per se wasn't what I was complaining about, so I feel like nobody actually listened to me. Oh well.

It may be that the rule is mainly enforced precisely because of issues like this, so that may be their best course of action (especially since it's impossible to know what his motivation was in listening to it).
