That wasn't Jack's ex-wife, whose name was Sarah and was recovering in the hospital at the time that Desmond was meeting Penny Widmore at the arena (with Jack in the background). I think Penny is trying to untangle the Dharma Initiative et al from the outside, and I'm sure her father is involved in the island's secrets--at the Hanso and Widmore websites, you can see overlap on the boards of directors. Though how Penny *knew* to look for an EM pulse is an interesting question...
